After the publication of Law n. 78/2001, the four Communities of the Upper Vicentine area (Reggenza Sette Comuni, Leogra - Timonchio, Alto Astico - Posina and Agno - Chiampo) and the Province of Vicenza constituted, through the stipulation of a special Convention, a specific work group with the purpose to reunite and integrate in a single General Program, the planned interventions of the "Progetto Ortigara" ("Ortigara Project") devised by the Mountain Community of the 7 Municipalities and by the "Progetto dell'Ecomuseo delle Prealpi vicentine" ("The Vicentine Pre-Alps Ecomuseum Project") set-up in the interim by the other three Mountain Communities, using for that purpose, the large sum of information gathered thanks to the accomplishments of the cataloging campaigns triggered by the application of Italian Regional Law n. 43/'97.

Starting from the General Program, the work group assisted by a number of local consultants with valuable guidelines from the Superintendence for the Environmental Heritage of the City of Verona, has therefore proceeded to the elaboration of the preliminary projects related to various identified intervention areas and to the general project definition of the foreseen Service-Documentation Centers giving light to the "PROGETTO PER LA TUTELA E VALORIZZAZIONE DEL PATRIMONIO STORICO DELLA PRIMA GUERRA MONDIALE SUGLI ALTIPIANI VICENTINI" ("PROJECT FOR THE PRESERVATION AND THE DEVELOPMENT OF THE HISTORICAL HERITAGE OF THE FIRST WORLD WAR ON THE VICENTINE HIGHLANDS") approved in October 2002 upon Service Conference and subsequently transmitted to the Ministry of Cultural Heritage for contribution request pursuant to the last comma of Art. 11 of Italian law n. 78/2001.

The Project has been therefore submitted for examination to the Special Technical-Scientific Committee for the Heritage Conservation of the First World War expressly constituted inside the Ministry for Cultural Assets and Activities obtaining favorable opinion and the resource assignment per Art. 22, commi 2 and 3 of the cited Law n. 78/2001.

On July 2004 a specific Program Agreement for the implementation of the Project has been undersigned.
